Clearance Requirements for ²¤ÂÜÊÓƵapp Education Students
The Pennsylvania Department of Education (PDE) and ²¤ÂÜÊÓƵapp University require students pursuing a degree in Education to submit clearances. Clearances are an essential part of any education program as you work directly with minors who are protected under federal law. The list of clearances and forms found in the instructions document or on the webpage below are required by all students in ²¤ÂÜÊÓƵapp’s Department of Education and must be submitted before scheduling clearance-required courses.Â
Clearances must also be updated before student teaching. Additional clearances or site-specific documents may be required for fieldwork. Do not secure new clearances for fieldwork unless you are contacted by our office. Any questions regarding clearances should be directed to pde@mercyhurst.edu. Every education student will have a file in the Education Document Repository on SharePoint. Once enrolled in the program, students will receive the link to their personal clearance folder in the Education Document Repository via email. Please bookmark this link for future use.
- When filling out the form, use your current address, and check the "School" option under "Purpose of Clearance"
- Your results may be available immediately. If not, you can log in at a later time to view the status of your results. The process can take up to four to five weeks for processing, and you will be mailed a copy of your results. You may call the Office of Children Youth and Families at 717-783-6211 or 717-783-6211 if problems arise
- This clearance may be obtained online if the applicant has a credit or debit card at
- Choose "submit a new record check"
- The online response is virtually instantaneous. The applicant prints the report from their computer. The mailed request can take up to four to five weeks for processing and will be mailed directly to the applicant
- Applicants must get fingerprinted for an FBI background check
- Applicants should register online with Identogo Systems () before going to the fingerprinting center. Payment is made online at the time of registration by credit or debit card. No cash or personal checks are accepted. Please record your UE ID registration number; it is a series of letters and numbers. You will need to provide this number to any school district, institution, or agency, needing the results of your federal background check
- The applicant then reports to one of the approved fingerprint centers provided upon registration. The fingerprints are scanned; the entire fingerprint capture process takes approximately 10 minutes. The prints are then electronically transmitted to the PA State Police, who then submit the fingerprints and demographic information to the FBI as required by federal statute
- Pennsylvania Department of Education will receive the Federal Criminal History Report from the FBI. You will receive an unofficial copy by mail
- After you have been fingerprinted, you should provide your registration number to anyone who needs access to your results. They will access a secure database at PDE to view your results using their institution's username and password. They may not provide you with copies of this information. They should be able to access your clearance information within a week of fingerprint processing

- After completing this clearance, you will only need to submit your final UE ID code
- You are required to print, sign, and upload a completed ACT 24 form to your SharePoint student folder yearly
- A paper copy is also available in the Education Department
- Upon completion of the training, you will receive a certificate that you save and print

- This can be obtained from your family physician, local WellNow, or Urgent Care facilities
Proof of Tuberculin Skin Test – Required by the Pennsylvania Public School Code.
This can also be a scan of your Driver’s License or State Photo ID.
Bring all clearances, Tuberculin Skin Test, and ²¤ÂÜÊÓƵapp Student ID to the Director of Educational Field Placements. Original copies will be scanned and uploaded to your SharePoint folder as one PDF document.
Please note: The Department of Education cannot provide copies of clearances to students. Keep your originals in a safe and accessible location for the requirements of the university and K-12 school districts. Students not complying with this requirement will not be permitted to schedule clearance-required courses. Detailed instructions for each clearance can be found in the Clearance Instructions document. For undergraduates pursuing sophomore review or field placement, all clearances listed are valid for up to 36 months (three years) from the submission date unless otherwise noted.
For student teaching, all clearances listed must be renewed and valid within one year of the first day of student teaching or internship unless otherwise noted. These clearances will be submitted along with the Student Teaching Application form. Please note: It is up to the student teaching site to determine if your clearances meet the necessary requirements. They have the right to ask you to update clearances at any time. The school district can ask you directly for your clearances while on-site; be sure to have these available.
